Contributes to giving Public Administration students a foundational understanding of management and organizational institutions. Topics include: concepts of management and organizations, types and elements of organizations and structures; classical, neoclassical, and modern management theories; and a discussion of Japanese-style management approach.

4	Bu dersin amacı, muhasebenin temel ilkeleri ve değerlendirme yöntemlerinden faydalanılarak muhasebe kayıt sisteminin öğretilmesi amaçlanmaktadır. Derste; Muhasebe tanımı ve konusu, temel kavramlar. Hesap kavramı, yevmiye maddesi, nizam ve yardımcı hesaplar, tek düzen hesap planı hakkında genel bilgiler, bilanço- aktif hesaplar, hazır değerler, menkul kıymetler, ticari alacaklar ve diğer alacakların incelenmesi stokların incelenmesi, KDV ve uygulamaları, sürekli ve aralıklı envanter yöntemi ele alınmaktadır. The aim is to teach the basic principles of accounting and evaluation methods using accounting recording systems. Topics: definition and subject of accounting; fundamental concepts; the concept of accounts; journal entries; regular and auxiliary accounts; the uniform chart of accounts; balance sheet and asset accounts; cash and equivalents; marketable securities; trade receivables and other receivables; inventory; VAT and its applications; continuous and periodic inventory methods.

The purpose is to present different approaches to the definition of political science; analyze the concepts of power, legitimacy, authority, state, and democracy; apply these concepts and theories to concrete political institutions and processes. 7	Bu dersin genel hedefi, Başlangıç seviyesinde İngilizce bilgisi edindirme ve temel becerilerin ediniminin sağlanmasıdır. Dersin içeriğinde, dilin temeli; tanışma konusuna giriş, konuşmaya başlama, fiillerin tanıtımı, yer ve kişi tanıtımı, yetenekler, tercihler, teklif ve kabul etmek, sıklık zarfları, soru sorma ve yanıtlama, geçmiş zaman, düzenli ve düzensiz fillerin çekimi, zaman zarflarının kullanımı ve seyahat planları yapma yer almaktadır. The general objective is to provide elementary-level English proficiency and develop basic language skills. The aim is to provide foundational knowledge about the decline of the Ottoman Empire and the causes leading to the Turkish Revolutions, the National Struggle, early Turkish foreign policy after independence, and Atatürk’s principles.

9	Dijital okuryazarlık bireylerin bilişim teknolojilerini ihtiyaçları doğrultusunda kullanabilme becerisidir. Bu beceri anlamlı edinimlerin gerçekleşmesine doğrudan katkı sağlamaktadır. Bu ders öğrencilere akıllı cihazlar ve sosyal ağların temel prensipleri, topluluklar ve sosyal medya ile etkileşim, bilgiye ulaşma onu analiz etme, eleştirel düşünme gibi beceriler kazandırmayı amaçlar. Ders kapsamında, dijital okuryazarlık kavramı ve dijital teknolojileri kullanırken insanların bilgiyi bulma, kullanma, özetleme, değerlendirme, yaratma ve iletişim kurma yolları gibi konular ele alınacaktır. Digital literacy refers to the capability of using information and communication technologies (ICT) in response to individual needs. This course aims to help students acquire skills in using smart devices and social networks; interacting with communities and social media; discovering, using, summarizing, evaluating, producing, and communicating information; and critical thinking.

1	Toplumsal olay ve olguları sosyolojik bakış açısına göre ele almak, anlamak ve eleştirel bir perspektiften yeniden anlamlandırmak bu dersin temel amacıdır. Ayrıca sosyolojinin tüm diğer disiplinlerle ilişkisinin getirdiği etkileşimle kavram ve fikirleri incelemek, verileri yorumlamak ve değerlendirmek, yerel ve küresel sorunları tanımlamak için sosyolojik bir bakış açısının kazanılması diğer bir amaçtır. En nihayetinde de sosyolojinin disiplinler arası bakış açısının edinilmesiyle öğrencinin kendi alanındaki gelişmeleri farklı yöntemlerle ele alabilmesine yönelik bakış açısının kazanılması da dersin pratik amaçlarından biri olacaktır. The main aim of this course is to analyze, understand, and reinterpret social events and phenomena from a sociological perspective. It also aims to examine concepts and ideas through their interactions with other disciplines, interpret and evaluate data, and develop a sociological viewpoint to identify local and global problems. Ultimately, it seeks to help students acquire an interdisciplinary sociological approach that enables them to address developments in their fields using different methods. Topics include: definition of sociology as a discipline; sociological perspective; major theoretical approaches; social interaction; stratification; class; poverty and exclusion; global inequality; race; ethnicity; migration; religion in modern societies; organizations; networks; media; education; economy; politics; cities; environment; and risk.

2	Bu dersin genel amacı öğrencilere; Anayasacılığın tarihini; Anayasanın üstünlüğünü; Anayasalar ve onların değişikliklerinin hazırlığı; Hükümetin yapısı; Esaslı haklar ve vazifeler; Gücün ayrılığı gibi konular hakkında bilgiler sunmaktır. Topics include: the concept of constitution and constitutionalism; constituent power, its emergence and modes of use; models of constitutional review; elements and types of state; separation of powers and systems of government; general principles of fundamental rights.

3	Dersin amacı, iktisat ile ilgili temel kavramların anlaşılması, fiyat teorisi, fiyat esnekliği, arz fonksiyonu ve arz esnekliği, piyasa türleri, devletin tarım kesimi fiyatlarına müdahalesi, tüketim ve üretim teorileri, maliyetler konularının incelenmesi, güncel ekonomik olayların temel düzeyde yorumlanabilmesidir. Dersin içeriği, iktisadın temel kavramları, mikro-makro iktisat ayırımı, iktisatta farklı yaklaşımların tanıtımı, mikro iktisadın temel kavramları, farklı piyasa türleri tam rekabet, monopol, monopolcü rekabet (oligopol), arz - talep arz ve talep esneklikleri, tüketici ve üretici dengesi, maliyet kavramlarının incelenmesidir. The objective is to understand basic economic concepts, price theory, price elasticity, supply function and supply elasticity, types of markets, state intervention in agricultural prices, theories of consumption and production, cost theory, and to be able to interpret current economic events at a basic level. The content includes primary concepts of economics; distinctions between micro- and macroeconomics; introduction of different approaches in economics; fundamental concepts in microeconomics; supply and demand; supply and demand elasticities; consumer and producer equilibrium; cost concepts.

5	Bu dersin amacı kamu yönetimi disiplininde bulunan iki temel paradigma (geleneksel kamu yönetimi ve yeni kamu işletmeciliği) çerçevesinde Türk kamu yönetimi sistemini analiz etmek için tasarlanmıştır. Öğrencilerin kamu yönetimi teorisi, Türk kamu yönetimi sisteminin temel unsurları ve sistemin işleyişinde karşılaşılan başlıca sorunlar hakkında yeterli düzeyde bilgi sahibi olması beklenmektedir. The purpose of this course is to analyze the Turkish public administration system within the two main paradigms of public management: traditional public administration and new public management. Students are expected to gain knowledge of public administration theory, the fundamental elements of the Turkish public administration system, and the main challenges encountered in its operation.

8	Bu dersin genel hedefi, orta seviyede İngilizce bilgisi edindirme, okuma, yazma, dinleme ve konuşma becerilerinin edinimini geliştirmedir. Dersin içeriğinde, şimdiki zaman, gelecek zaman, karşılaştırmalar, problemler ve öğüt alıp tavsiye verme, önerilerde bulunma, present perfect tense, şimdiki zamanın ve geniş zamanın farklı kullanımları, kimi özel yapılar, sıfat ve zarflar yer almaktadır. The general goal of this course is to improve students’ English skills at an intermediate level in reading, writing, listening, and speaking. Topics include present tense, future tense, comparisons, expressing problems and giving advice, making suggestions, present perfect tense, the distinction between present simple and present continuous, selected structures, and the use of adjectives and adverbs.

2	19.⁠ ⁠yüzyıl Osmanlı İmparatorluğu’nda sosyal ve siyasi gelişmeler, toplumsal yapıyı açıklayan kavramlar ve kuramlar ışığında, Türk toplum yapısını oluşturan temel kurumları, sosyolojik dinamikleri, tarihsel dönüşüm süreçlerini ve güncel toplumsal sorunları incelemeyi amaçlamaktadır. Aile, ekonomi, eğitim, siyaset, din, kültür, toplumsal cinsiyet, kentleşme, göç, nüfus ve kuşak ilişkileri gibi temel toplumsal unsurlar; sosyolojik kuramlar ve Türkiye’nin tarihsel gelişimi çerçevesinde ele alınır. Öğrenciler, Türkiye’nin toplumsal yapısını hem tarihsel hem de çağdaş bir bakış açısıyla değerlendirme becerisi kazanır. It aims to examine the social and political developments in the 19th-century Ottoman Empire, the concepts and theories that explain social structure, the fundamental institutions forming Turkish social structure, the sociological dynamics, the processes of historical transformation, and contemporary social issues. Fundamental social elements such as family, economy, education, politics, religion, culture, gender, urbanization, migration, population, and intergenerational relations are addressed within the framework of sociological theories and Turkey’s historical development. Students gain the ability to evaluate Turkey’s social structure from both a historical and contemporary perspective.

This course focuses on the political movements that influenced the nineteenth and twentieth centuries and how these movements shaped the world. It also examines the new versions of the major political movements that emerged after 1945, especially from the 1960s onwards. The aim is to provide in-depth knowledge about the intellectual roots of fundamental political ideologies and their modern versions. Students are expected to explore the key concepts and assumptions of the following movements: conservatism, liberalism, socialism, anarchism, syndicalism, fascism, national socialism, nationalism, feminism, environmentalism, and new social movements, as well as their various internal tendencies.

Bu çerçevede dersin işlenişinde de merkezin idare olarak belirlendiği ve fakat bunun anılan diğer yapılarla ilişkilendirildiği bir konu bütünlüğü oluşturulacaktır. Türkiye’de idarenin kökenleri olarak İslam, Selçuklu, Roma mirası ve diğer etkenler ele alınarak Osmanlı Klasik Döneminin oluşumu açıklanacak ve bu dönemin temel idari mekanizmaları üzerine odaklanılacaktır. Bu dönem bir klasik imparatorluk yapısı olarak benzerleriyle karşılaştırılacak ve “bozulma” ve “çözülme” dönemleri de “modernleşme” kavramıyla elele değerlendirilecek ve Tanzimat süreci incelenecektir. Cumhuriyet devrimlerinin kökenleri ele alınarak ders sonlandırılacaktır. The course focuses on the history of administration in Turkey during the Ottoman Empire period. It is evident that the structure of administration and organization cannot be presented independently from economic, social, and political processes. In this context, the course will create a thematic integrity in which the administrative center is analyzed in relation to other structural elements. The origins of administration in Turkey will be discussed through the influences of Islam, the Seljuks, Roman heritage, and other factors, explaining the formation of the Ottoman Classical Period and focusing on its main administrative mechanisms. This period will be compared with other classical empires, and the “degeneration” and “disintegration” phases will be evaluated together with the concept of “modernization,” including the Tanzimat era. The course will conclude with an examination of the origins of the Republican reforms.

Dersin sonunda öğrencinin herhangi bir ticari işlemin muhasebe kaydını yapabilmesi hedeflenmektedir. İleriki dönemlerde verilecek muhasebe dersleri için alt yapı oluşturulması hedeflenmektedir. Dersin sonunda öğrencilerin, bir işletmede bir dönem boyunca oluşabilecek mali olayları muhasebeleştirerek, işletmenin bilanço, gelir tablosu gibi mali tablolarını düzenleyebilecek noktaya gelmesi hedeflenmektedir. Derste, muhasebenin temel denkliği (varlık=kaynak denkliği), muhasebe ve muhasebeleştirme süreci, Genel kabul Görmüş Muhasebe İlkeleri, Tekdüzen Hesap Planı sistematiği, nakit hareketlerinin, menkul kıymet hareketlerinin, ticari mal hareketlerinin, KDV işlemlerinin ve ticari borç/alacak işlemlerinin muhasebeleştirilmesi, Tek Düzen Muhasebe Sistemine göre, depozito işlemleri, ücretler, duran varlıklara amortisman ayrılması, kısa vadeli yabancı kaynaklar, uzun vadeli yabancı kaynaklar, öz kaynaklar, gelir tablosu ve maliyet hesapları ele alınacaktır. Bu kapsamda, teori-uygulama bütünlüğü içinde örnek olaylar yardımıyla ağırlıklı olarak söz konusu hesap sınıflarının dönem içi işleyişleri üzerinde durulacak, aynı zamanda amortisman gibi bazı dönem sonu işlemlerine yer verilecektir. The aim of this course is to teach the procedures required to record and report commercial transactions in order to monitor, control, and manage the financial position of enterprises, and to support managerial decision-making. By the end of the course, students are expected to be able to record accounting entries for any commercial transaction and prepare financial statements such as balance sheets and income statements. Topics include the basic accounting equation (assets = liabilities), accounting process, Generally Accepted Accounting Principles (GAAP), Uniform Chart of Accounts, accounting for cash, securities, merchandise, VAT, trade receivables/payables, deposits, wages, depreciation, short-term and long-term liabilities, equity, income statement and cost accounts. Theoretical and practical applications are integrated through case studies, with emphasis on period-end transactions such as depreciation and trial balances.

2	Dersin kapsamında, farklı demokrasi modellerinin siyasal katılım olgusu çerçevesinde incelenmesi ve buradan hareketle katılımcı demokrasinin açıklanması; yerel yönetimler ile (katılımcı) demokrasi arasındaki ilişkinin kurulması ve bu kapsamda katılımcı siyasal kültürün gelişmesinde yerel yönetimlerin önemi ve rolünün irdelenmesi; yerel siyasetin temsili demokrasi uygulamalarının özellikle yerel karar organlarının oluşturulması sürecinde incelenmesi, yerel demokraside siyasal katılımın güçlendirilmesine katkı sağlayan uygulama biçimlerinin anlatılması yer almaktadır. This course examines different models of democracy in the context of political participation and explains participatory democracy. It explores the relationship between local governments and participatory democracy, emphasizing the role and importance of local administrations in the development of participatory political culture. It also analyzes local politics within the framework of representative democracy, particularly in the formation of local decision-making bodies, and discusses practices that strengthen political participation in local democracy.

3	Derste kamu yönetimi alanında yaşanan güncel sorunlar, güncel yaklaşımlar ve uygulamalar farklı boyutlarıyla derinlemesine irdelenecektir. Derste, ayrıca kamu yönetimine ilişkin terminoloji incelenecek ve öğrencilerin konu seçimleri ve talepleri doğrultusunda eksik bilgilerin tamamlanması öngörülmektedir. Kamu yönetimi disiplininin kimlik krizi, AB krizi ve kamu yönetimine yansımaları, ekonomik krizler ve kamu yönetimi, yeni kamu yönetimi reformları ve kamu yönetimine yansımaları, Türkiye´nin AB üyeliği ve kamu yönetimi, Türkiye´de kamu yönetiminin denetim, mali yönetim, insan kaynakları yönetimi sorunları gibi konular ele alınmaktadır. This course analyzes current issues, new approaches, and practices in public administration from multiple dimensions. It also reviews relevant terminology and fills knowledge gaps based on students’ topic selections and interests. Topics include the identity crisis of public administration, the EU crisis and its reflections on public administration, economic crises and their impacts, new public management reforms, Turkey’s EU membership and its administrative implications, and issues related to auditing, financial management, and human resources in Turkish public administration.

It discusses the processes, structures, functions, and problems of formal and informal organizations; concepts of organization and institutionalization; centralization and decentralization in public administration; bureaucracy as a form of formal organization; bureaucratic behavior; and major bureaucratic theories (Marxist, Max Weber, A. R. Michels, James Burnham, and Warren G. Bennis). The course also examines the main features of Ottoman and Republican Turkish public administration bureaucracies.
