Voluntary English Preparatory Program (VEPP)

The Voluntary English Preparatory Program (VEPP) is offered to students enrolled in departments where the medium of instruction is Turkish and is designed to support the development of English proficiency for academic, professional, and personal purposes.

VEPP is aligned with:

  • The Common European Framework of Reference for Languages (CEFR)
  • The Bologna Process
  • The Türkiye Yükseköğretim Qualifications Framework (TYYÇ)
  • Institutional quality assurance and continuous improvement principles

The program supports progression from an approximate CEFR A1 entry level to an A2+ exit level, while preparing students for further development toward B1 proficiency.

Participation in VEPP is voluntary and open to students who wish to develop their English proficiency alongside their departmental studies.

The program develops general English proficiency and communicative competence across reading, writing, listening, and speaking skills, while introducing foundational academic skills such as understanding classroom input, participating in discussions, and producing short written texts.

Program Aim and Rationale

VEPP aims to develop students’ English proficiency to a level that enables effective communication in everyday and basic academic contexts. In line with an outcome-based education approach, the program equips students with the competencies required to:

  • Understand spoken English in everyday and classroom contexts
  • Comprehend general and semi-academic texts
  • Participate in discussions and express ideas effectively
  • Produce short written texts such as sentences, paragraphs, and summaries
  • Develop vocabulary and grammatical accuracy
  • Improve spoken intelligibility and communicative fluency
  • Apply learning strategies and develop autonomy

The rationale of the program is to support students in using English as a tool for communication, personal development, and access to basic academic content within Turkish-medium programs.

Accordingly, the program ensures:

  • Alignment between learning outcomes and assessment
  • Development of communicative competence and foundational academic skills
  • Promotion of learner autonomy

The VEPP follows a skill-based, integrated, and progression-oriented curriculum, supported by guided instruction, communicative practice, and independent learning.

Program Learning Outcomes (PLOs)

The Program Learning Outcomes (PLOs) of the Voluntary English Preparatory Program (VEPP) are formulated using Bloom’s Taxonomy-oriented action verbs to ensure they are observable, measurable, and assessable.

The 12 PLOs are aligned with CEFR A2+ level descriptors, with partial alignment to B1-level competencies, and national and international qualification frameworks. The outcomes reflect progression from foundational linguistic competence to effective communicative and strategic language use.

These learning outcomes guide curriculum design, teaching, and assessment, and are regularly reviewed within the PDCA cycle.

Program Structure and Implementation

VEPP is implemented as a one-year intensive preparatory program consisting of two semesters and 28 weeks of instruction.

The program ensures balanced course distribution across semesters and progressive language development aligned with Program Learning Outcomes (PLOs).
