Horizontal transfer” refers to a student’s transfer from one higher education institution to another (from one university to another, or within the same university from one faculty/school/vocational school offering an equivalent program to another). In short, a horizontal transfer may take place either between universities or within a university. For example, a student changing departments within their own university to study in a different field is considered an internal horizontal transfer. | Within a university, horizontal transfer may be made to equivalent-level degree programs of faculties, schools, conservatories, or vocational schools, within the quotas determined by the respective administrative board. | Transfers may take place between equivalent degree programs of higher education institutions at the same level, within the quotas announced by the Council of Higher Education (YÖK). | A student may apply if their central placement score in the year of enrollment is equal to or higher than the base score of the program they wish to transfer to. Applications are accepted until 30 August each academic year, evaluated by 15 September, and registrations must be finalized by the end of September. | Since M.T.O.K. programs in higher education institutions admit only graduates of vocational and technical education, students enrolled in these programs may apply only to the programs listed in the ÖSYS Guide of the relevant year that they are eligible to choose and be placed into. | |||

For horizontal transfer applications under Additional Article-1, if there are special conditions required for admission to the program as stated in the ÖSYS Guide, applicants must also meet those conditions. If no students were admitted to the target program in the year when the applicant enrolled in their current program, no central placement base score is available for that program, and therefore transfer is not possible.
