Strategic planning is the process of examining an institution’s current situation and potential future trends, setting objectives, developing strategies to achieve these objectives, and evaluating the outcomes of implementation.

It is of great importance for universities to carry out their activities in a systematic and planned manner in order to achieve a globally competitive higher education system that is responsive to the needs of society and the economy; interacts effectively with its stakeholders; transforms the knowledge it produces into products, technologies, and services; and operates within an administratively, financially, and scientifically autonomous university model.

Strategic planning is a cyclical management model in which the preparation of the strategic plan, its implementation, and the monitoring and evaluation of this process follow one another. To guide public administrations through the strategic planning process, a “Strategic Planning Guide for Public Administrations” was prepared in 2003, and its second edition was implemented in 2006. Based on the experiences gained from the second edition, a third version of the Guide, focusing on central public administrations, was published in 2018.

Within the framework of public administration and public financial management reforms, the strategic management process implemented in universities forms the basis for identifying the medium- and long-term priorities that universities intend to focus on, ensuring fiscal discipline during budget preparation and implementation, allocating resources in line with strategic priorities, monitoring the effective use of these resources, and establishing an accountability framework built upon these principles.

The strategic management process, within the framework of public administration and public financial management reforms, encompasses the identification of universities’ medium- and long-term priorities, maintaining fiscal discipline throughout budget preparation and implementation, allocating resources in accordance with strategic priorities, monitoring their effective use, and ensuring accountability based on these practices.

The success of strategic planning can only be achieved through the commitment and ownership of all university staff. Strategic planning should not be regarded as the responsibility of a specific unit or individual within the university. Preparing the plan and managing the university in accordance with it constitute the primary responsibility of the university administration.

Strategic planning is a participatory planning approach. It requires the involvement of all employees at every level, starting from the Rector. At this stage, the main actors participating in the strategic planning process and their respective roles are determined. Strategic planning provides a long-term, comprehensive perspective rather than short-term, temporary solutions; instead of focusing on immediate opportunities, it aims to establish a strong institutional structure and embed long-term strategic thinking within the organization.

 

Our university’s first strategic plan covered the period 2013–2017, and the second strategic plan covers the period 2019–2023. The strategic areas identified in the 2019–2023 Strategic Plan are listed below:

  • Improvement of the Educational and Instructional Structure

  • Enhancement of Scientific Research Activities

  • Service to Society and Entrepreneurship

Under these areas, the objectives, targets, strategies, and performance indicators have been defined in line with our university’s mission and vision.
